I think the picture on the Left is what happens when a crony is in charge and nobody is paying attention.

Leanne- you fail once again, to notice that these cities were not being told what to do by anyone in D.C., these cities are being run by elected officials put there, not by Bush, but by the citizens of their state.
Actually, the director of FEMA WAS in fact in charge of those buses before they were flooded. It was too late to evacuate the city, so the plan called for sheltering people in the Superdome.
After the storm, before the flood, FEMA was coordinating all the resources in the area. They failed to move people out before the levees broke (day after the storm). In face, FEMA denied there was flooding for a full day as the water rose.
And the buses on the right, are actually Texas Aggies on their way to Galveston for spring break — on the first day of fall.
